Themistius the Philosopher Philopolis in Greek
The Philopolis, or "Lover of the City," is a panegyric oration by the philosopher-statesman Themistius. Delivered in Constantinople in the late 350s CE, it praises the city and Emperor Constantius II as a philosopher-king embodying peace, justice, and philanthropy.
